The woes of children from Andokorpe and Dakekorpe who swim to school at Bokorvikorpe in the Ho West District of the Volta Region on daily basis are set to be a thing of the past.

This is because the District Assembly has stepped in to address the perennial flooding that affects the communities within the area.

In the interim, the assembly has relocated all the pupils; numbering 37 from the affected areas to Bokorvikorpe where the school is, to enable them successfully complete the term and write their end of term exams.

The assembly for the next two weeks will be feeding and taking care of the children who have been shared among families in Bokorvikorpe. This was an interim arrangement to succour the children till a permanent solution is found to the problem.

The Department of Feeder Roads is expected to conduct feasibility studies on the area to enable them start the construction of a suitable bridge that will connect the adjoining communities to Bokorvikorpe.

Prior to this arrangement, the children and their teachers had no choice than to swim or wade through dirty floodwater to school whenever it rained heavily

Apart from the torment of the perennial flooding, the children had to walk several kilometers daily to attend classes.

The teachers, most of whom live in Tsito, the closest urban community, were not spared as they had to walk also more than five kilometres daily before crossing the floodwater to teach the children. This was because the road leading to the school was so bad that drivers refuse to ply it.

Last week, social media was awashed with distress images of some children from Andokorpe and Dakekorpe traversing floodwater to go to school.

The flood, which the locals described as the worst ever did not spare the farms and crops of the residents who rely on farming for survival.

The situation, they said, had brought untold hardship to them as they were forced to harvest their crops prematurely for fear of losing everything.

Mr. Ernest Victor Apau the Ho West District Chief Executive, in an interview with DAILY GUIDE, said the assembly is in talks with the Regional Department of Feeder Roads to construct a suitable bridge over the Tsawe River which has overflowed its banks due to the incessant rainfall, to link the communities to solve the problem once and for all.

He said the assembly will rely also on the advice of the Feeder Roads to properly rehabilitate the road linking the communities to Tsito to alleviate the plight of the residents there.

The Ho West District NADMO Coordinator, Robert Elikem Ameh added that his outfit is liaising with stakeholders and other relevant institutions to provide relief items to the affected residents especially the pupils who have been resettled.

Mampong Adopts Titus Glover

Nii Armah Somponu hands over Nana Kwartei Ansah Titus Glover to Mamponghene

The chiefs and people of Mampong in the Akuapem North Municipal Assembly of the Eastern Region have climaxed the 5th Awukudae with the adoption of the Deputy Minister for Transport, Daniel Nii Kwartei Titus-Glover as a son of the land.

Awukudae, the 42-day cycle, per the Akan calendar, is celebrated on Wednesdays to perform traditional rites to motivate the people.

The Deputy Minister, whose new name was given as Nana Otu-Ansah Kwartei Titus Glover, would enjoy rights enjoyed by all citizens.

Addressing a colourful durbar of chiefs, elders and people of Mampong, Tema and Sakumuno at his palace, the Mamponghene Osabarima Kwame Dartey, stated that the adoption of the Deputy Minister opens a new page in the history of both families in Mampong and Tema in the Greater Accra Region.

“History has been made today and we are very happy to add on a new illustrious son to our family system.

“He must always be welcomed and viewed as someone born onto us; together we shall pool resources together to develop our township,” he indicated.

Osabarima Kwame Dartey expressed his appreciation to the Minister for donating an undisclosed amount and a refrigerator, flat-screen television and computer.

The chief also appealed to President Nana Akufo-Addo to rehabilitate the Tetteh Quarshie Cocoa Farm, Museum and the Tetteh Quarshie Memorial Hospital, which are in very deplorable condition.

“These facilities are of paramount importance to us as a people and I plead with the government and COCOBOD to make provisions to give the facilities a facelift that befits our status as a cocoa community,” he remarked.

The Deputy Minister, who is also the Member of Parliament (MP) for Tema East Constituency, thanked the people for the honour bestowed on him.

He paid glowing tribute to the Apesemakahene, Nana Yirinkyi I and promised to collaborate with the chiefs as a true son of the land.

“The life wire of our country is cocoa and Mampong holds the history of the development of cocoa in Ghana, and it deserves a lot and this is going to be my preoccupation in the coming years,” he remarked.

Nii Armah Somponu (Nii Shipi) indicated that the relationship between Mampong and Tema dates to pre-colonial days.

“I am happy that today’s event has reawakened the spirit of oneness among both communities.

The Deputy Eastern Regional Minister, Joseph Tetteh, who called for unity and tolerance among the people, further indicated that they deserve more than the construction of a palace to be named “cocoa palace” in the town owing to the history of Mampong in cocoa production in Ghana.

Major Mahama’s Family Calls On Defence Minister

The family of the late Major Maxwell Mahama has called on the Defence Minister, Dominic Nitiwul, to ensure that the killers of Major Mahama who are currently facing trial are punished.

Zakaria Sakara Ahmed, spokesperson of the family and leader of the delegation, expressed appreciation to the Ghana Armed Forces (GAF) for the role they played in the burial of the army soldier, who was promoted posthumously by President Akufo-Addo to the rank of a Major.

“When the news of Maxwell’s death was broken to us, you did not leave us alone, your ministry the Military High Command, the deputy minister and you stood by us and you in particular spent so much time in consoling us.

“As a family we found the role you played very significant and wish to thank you and the military for the support and help you gave us during our difficult times.

The Minister of Defence, Dominic Nitiwul, on his part, told the family that the people of Ghana owed them the duty and praised the way they carried themselves during the death of Major Maxwell Adams Mahama.

He said his ministry was just carrying out its duty since it was the people of Ghana that sent the late Major Mahama there to fight ‘galamsey’ activities in the area.

“Even telling you we are sorry cannot solve the problem, because our younger brother is no more alive but we will still tell you.”

“We should use his death as a wakeup call to stop the phenomenon called instant justice,” he added.

Mr Nitiwul averred that instant justice is an outmoded practice that should never be done anywhere.

Speaking with ardor, Mr. Nitiwul said, “When you have instant justice, it means that you have been able to capture or arrest the person so why do you kill the person.

He said “the only people who have legal rights to judge who is right or wrong is our judges, our chiefs and God so we should be able to stop that phenomenon.”

The Minister of Defence said government was committed to fulfilling its promise.

“The government promised giving the late soldier a state burial and did it; it promised erecting a monument in honour of his memory and would do it in consultation with the family and promised to set aside an endowment fund for the family as well,” he affirmed.

Mr Nitiwul confirmed that the normal compensation had been paid to the family, but an Endowment Fund Bill had been drafted and sent to the Attorney General.

“It is yet to be sent to Cabinet for discussions after which it will be sent to parliament for the passage of the bill.

“Once the bill has been passed by parliament; the Finance Minister has been instructed by the President to release an amount of GHC500,000 to the Endowment Fund.

Touching on the erection of the monument, the minister said the family would be given the chance to determine where it should be placed and the type of monument they want.

Nineteen persons, including one woman, have been charged by the state for the murder of Major Maxwell Adams in Denkyira-Obuase in the Central Region.

They are part of 32 suspected persons initially dragged before the Accra Central District Court for allegedly playing various roles in the murder of the 5 Battalion of Infantry soldier on May 29, 2017.

Major Mahama was the commander of a military detachment stationed at Diaso in the Upper Denkyira West District of the Central Region to check the activities of ‘galamsey.’

Ghana To Set Up Mission In Kuwait To Check Abuse Of Women

The establishment of a diplomatic mission in Kuwait as a measure of checking the maltreatment of Ghanaians in the Gulf region is in advanced stages.

This is according to Foreign Affairs Minister, Shirley Ayorkor Botwe.

She contends that the physical presence of the Ghanaian state in Kuwait would help government deal better with the numerous instances of Ghanaian domestic workers in that country who are subjected to human rights abuses.

She also indicated that so far 800 Ghanaians had turned themselves in at the Saudi Mission to be brought back home.

Speaking to Citi News, Shirley Ayorkor Botchway said “very soon, we will have a physical presence in Kuwait.”

“I can also tell you that we are at the very final stage of opening a mission. It shouldn’t take us more than a month or two,” she added.

On claims of maltreatment against some Ghanaian deportees in Qatar, the Minister said her outfit has taken the matter up.

“So far, I have had meetings with the foreign missions here and I have complained and expressed government’s displeasure about the way our nationals are being treated. I’ve had meeting with ambassadors of the Gulf region.”

“So they are aware that we are not happy with it. just a couple of days ago, when the Qatari ambassador presented his letters of credence to the president, the present also expressed that state government’s concern  about what is happening to our nationals who go there. And also asked him that the authorities are aware of the fact that we are not happy with what is happening and we want to engage them on this particular matter. So it’s not just Qatar so all the gulf state. We will continue to do what we can to ensure that our citizens are safe, protected and their rights are protected within the gulf region,” she added.

There have been a series of reports on of maltreatment of Ghanaian recruits who work as house-helps in that Kuwait.

Meanwhile, National Security has been tasked to probe allegations of maltreatment meted out to some 63 Ghanaians who were recently deported.

According to the Foreign Affairs Minister, this has become necessary due to conflicting reports received from the deportees and the US Embassy on the treatment on the board a chartered flight to Ghana.

“This particular matter is the word of the US authorities against that of the Ghanaians who were repatriated but we haven’t instituted any investigation into the matter because that lies in the domain of the national security and we expect them to do so,” she added.

Casely Hayford Apologises, Withdraws ‘Stupid Parliament’ Comment

Financial Analyst Sydney Casely-Hayford has apologised and withdrawn his comments, which sought to cast a slur on parliament’s image.

The leading member of pressure group Occupy Ghana says he is looking forward to meeting the House to discuss other ideas he has about making the country’s legislature more efficient.

In an interview with Joy News’ Evans Mensah on Top Story programme Thursday, he said his comments were in line with advocating for a new paradigm of how parliament should be coordinated across the country.

“My delivery was that instead of having a single parliament sitting in the centre of Accra we should have ten regional parliaments where each parliament could manage the affairs of their region separately to take care of the need of their communities and localities.

“In the event, I got passionate and I might have used a few strong words here and there but basically it was about how parliament could work better.

“I must admit that on hindsight, I did go over the board and apology is in order because I was a bit extreme but it was a passionate delivery,” he said.

The outspoken anti-corruption campaigner Occupy Ghana said the legislative body has outlived its usefulness and “the first thing I will do if I had the opportunity, is to break down parliament. We don’t need it.”

Mr Hayford said the country would be better off saving money as the legislature only adds to the nation’s budget but does little to develop it.

He made the comments at a summit last Saturday on the topic ‘The Economic and Political Rise of Africa.’

Mr Hayford observed, “these people are sitting there, spending money like crazy, making stupid decisions, and passing stupid laws. They don’t read the papers that they are given, they don’t think through what the challenges are.”

“All they can think of is, let’s pass this thing quickly, let’s go to Senchi Royal, let’s go and sit there and chill and come back and that’s the pattern”, he added.

According to him, “maybe if we break it down we are wasting money but maybe we can use it as a tourist attraction, we can say, this is what we used to do in the past, so come for a tour.

“We should have regional parliaments, every region, we have 10 of them in Ghana, every region must have its own legal parliament, every region must have its own law courts, every region must have its ministries and down at that level, let the decisions be made as to where they want to go”, he said.

His comments have angered members of Parliament who are threatening to drag him before the Privileges Committee of Parliament.

Hayford later told Evans Mensah what happened was not in character of him “at all. It was not intended to insult or maim anyone in parliament, it was passion and nothing else.”

Parliament reacts

Enraged by the comments, Member of Parliament for Kumbungu, Ras Mubarak urged parliament to invite Mr Hayford to the House to answer for his “insulting comments” which he said impugned the integrity of the House and legislators.

Making the plea for Hayford to be brought before the Privileges Committee, Mubarak said on the floor of the House, Thursday, the comments are “not only an attack on the integrity of all members of Parliament, past and present “but it even bothers on promoting hatred and vandalism when he talked about breaking down parliament.”

He described the comments as “damn right offensive, they are outrightly benighted.”

“And coming from a man who seems discombobulated from the world he inhabits, his comments if allowed to pass will set a very bad precedent and create more room for people to impugn the reputation of this House.”

Following his pleas, the Speaker has referred the matter to the leadership of the House to consider its next move.

Mr Hayford said although he is “close” with the Kumbugu MP, he could not hide his surprise for his actions but “it is okay, somebody has to bring it up if he feels concerned about it.”

He said he would not mind appearing before the Parliament’s Privileges Committee adding, “I would be happy to have an opportunity to explain my position and render an apology for the way it came out.”

US Not Deporting 7000 Ghanaians – Gov’t

The Government of Ghana has dismissed claims by the US Ambassador that over 7,000 Ghanaians are due for deportation by the Donald Trump administration.

Ambassador Robert Jackson made the revelation before the deportation of over 60 Ghanaians last month.

“In fact about 7000 of them are currently at different stages of the deportation process. And we are not apologetic about that,” Ambassador Jackson told the Ghanaian media in the Brong Ahafo region in April this year.

But the Foreign Affairs Minister Shirley Ayorkor Botchway addressing the issue Thursday stated that checks with the US government have revealed that a lesser number of Ghanaians are scheduled for deportation.

“Following claims by the US Ambassador to Ghana…that 7000 Ghanaian illegal immigrants in the US were awaiting deportation, the embassy of Ghana in Washington DC was requested to urgently confirm the claims with the relevant authorities.

“According to the mission, when the enquiry was submitted to the United States Immigration and Customs Enforcement Agency, they were unable to confirm whether the number of Ghanaian deportees was 7000.

“Rather the mission was informed that 180 Ghanaians were under deportation orders while additional 185 cases were at various stages of processing pending final deportation orders,” Ms. Ayorkor Botchway said.

Court Orders UEW Vice Chancellor To Step Down

The Winneba High Court has held an application to restrain the Vice Chancellor Winneba Prof. Mawutor Avokeh and Finance Officer of the University of Education, from holding office until a case brought against them is determined.

The Pro-Vice-Chancellor of the University Very Rev. Fr. Prof. Anthony Afful-Broni is to act in place of these two officers.

The orders were part of the reliefs granted for the interlocutory injunction sought by the plaintiff, Supi Kofi Kwayera, in the case brought against the University which insisted that the Vice Chancellor and the Finance Officer were operating under the institution’s defunct governing council.

The Court presided over by His Lordship Ato Mills- Graves also issued a 14-day ultimatum to the Ministry of Education to reconstitute the governing council of the University of Education, Winneba and also awarded an amount of GHC4,000 against the university.

“In future, governments would not unduly abdicate their responsibility in terms of what they are supposed to ensure it is done. Governing council for every public institution is key. I am happy that today, UTAG has found it feet to call on government to reconstitute governing councils with the view if this is not done, it will affect academic work. I agree with UTAG it’s all good for our rule of law, it is for us to develop our laws and it is nothing personal,”
lawyer for the plaintiff, Alexander Afenyo Markin told the media after today’s hearing.

The case has been adjourned to October 9, 2017.

Mr. Kwayera is challenging the legality of the Governing Council of the university, arguing that its tenure expired in 2013.

Among the reliefs the plaintiff was seeking includes a declaration that the extension of the mandate of the Governing Council of the 1st Respondent by the 2nd respondent to stay in office to perform such functions as a properly appointed council was in breach of Section 8 Act 672.

A declaration that all decisions taken by the defacto body of persons who constituted themselves as Governing Council is null and void and of no effect.

A declaration that the contracts awarded to Sparkxx Gh Ltd, Paabadu Construction and C-Deck, were done in breach of the Procurement Act (Act 663).

A declaration that all payments made to Lamas Ltd were done without the express written consent of the Ghana Highway Authority, and in breach of the Memorandum of Understanding and same must be refunded.

A declaration that the illegally appointed Principal Officers of the 1st Respondent willfully misappropriated public funds by failing to put to public tender for the construction of the North campus road and thereby causing financial loss to the state.

IGP Places GHȻ10,000 Bounty On Lapaz Cop Killers

The Inspector General of Police, David Asante Apeatu has announced a GHȻ10,000 reward for anyone with information leading to the arrest of two armed men who shot two police officers at Abeka Lapaz killing one of them.

The incident took place in the full glare of the public on the N1 (George Walker Bush) Highway Thursday afternoon bringing activities in the busy area to a sudden standstill.

The officers, Daniel Owusu and Djibril Alhassan who were on their motorbikes, were said to be pursuing the suspected criminals who were also riding a bike when they shot at them at close range.

Owusu was shot multiple times and was rushed to a nearby health facility by some members of the public but died shortly after. The Accra Police Command in a statement has said, Djibril is however in a stable condition.

The suspects later snatched an unregistered Hyundai vehicle from its owner at gunpoint and sped off, a police statement said.

Commissioning an office for the Divisional Command at Kaneshie in Accra Friday, Mr Asante Apeatu said: “It is sad to note that very few criminally minded groups and individuals continue to perpetrate violence on our hard working officers as well as some members of the public.

“The killing of a constable, who was on lawful community policing duties to protect the public, is a matter concern to the Police Administration as well as the entire Police Service and the public.

“On this note, the Police Administration is offering a reward of 10,000 cedis to anyone who provides information leading to the arrest of those behind this criminal act,” the IGP announced.

He, however, said details of the reward will soon be provided while he appealed to the public to “assist the police to bring these criminals to book”.

Meanwhile, Mr. Asante Apeatu has vowed the police administration will get to the bottom of the matter despite admitting that the Service currently has logistical constraints.

He also announced plans to embark on a tour to assure members of the force to remain resolute as they commit to serving the nation.

Nana Addo Approves Act Establishing 3 Dev’t Authorities

President Akufo Addo has given approval for the Act establishing the three development authorities to be laid before Parliament on Wednesday.

The Coastal, Middle and Northern Belt Development Authorities will be key, in the administration of the one million dollars for every constituency each year.

Also, the Bill establishing the Zongo Development Fund will be laid before the House on Wednesday.

Speaking to Citi News,  Dr. Muntaka Alolo, a Technical Economic Advisor at the Office of the Vice President said government is ready to fulfill those promises to Ghanaians.

“On Wednesday, the draft Bill will be made in Parliament for the establishment of the three development authorities but once it is made , the necessary parliamentary processes will take off so the bills are packed and the authorities will be established…” Dr. Alolo said.

 IPEP to work with development authorities

The Ministry for Special Development Initiatives had earlier indicated that the Infrastructure Poverty Eradication Programme (IPEP) will be working with the various development authorities, including the Northern Development Authority, Coastal Development Authority, and the Middle Belt Development Authority until their approval.

Minister for the Sector, Mrs Hawa Koomson, who made this known said these three authorities are pending Parliamentary approval hence the need for a 10-member team to establish the priorities in the various constituencies.

“The President has realized that if we want to wait on till the authorities are implemented before we can do these development initiatives, it will be very difficult for us; so he says we should put in place a provisional measure so we can do the implementation this year. That is why we are coming out with the 10-member team.”

The Akufo-Addo administration had already indicated that, IPEP would cater for its $1 million per constituency promise.

The project was also expected to have a direct link with government’s one district one factory project, which is estimated to cost GH¢456.3 million and create about 350,000 jobs.

3 Robbers Lynched In Nadowli

An angry mob reportedly lynched three suspected armed robbers recently at Nator Banori, a village near Nadowli in the Upper West Region.

The victims, who are of Fulani extraction, are currently at the Upper West Regional Hospital in Wa.

Briefing the media in Wa, Deputy Upper West Regional Police Commander, ACP Edward Oduro Kwarteng, said at about 1300 hrs on that fateful day, one Dienuma Kwaku, 45, heard an unusual noise in his room.

He said the complainant then woke up and saw three supposed Fulani men – one of them he could only identify as Puuri and two others, who formerly resided in the same village – armed with two single barrel shot guns and cutlasses.

He said they were busily ransacking the complainant’s personal effects in the room.

ACP Kwarteng said the complainant, upon seeing the suspects, raised an alarm and they escaped from the room.

Later he (complainant) claimed he had identified two of the suspects and led four other young men to the houses of the three Fulani men where they were arrested and brought to his house.

Mr Dienuma Kwaku later invited his neighbours to his house and as they were cautioning the suspects, they were also being beaten at the same time, the deputy commander said.

He said when they saw that the suspects were weak, they conveyed them on a tricycle to the Nadowli Police Station where the police quickly rushed them to the hospital, but they were pronounced dead on arrival.

The complainant has since been arrested.

In another development, ACP Kwarteng said on 10th July, 2017 at about 2000hrs, the police at Hain received information that some unidentified armed men had blocked the Ulo-Nobre Road and were robbing the road users.

He said two police officers namely, Sergeant Karim Matari and Constable Christopher Agbeko, proceeded to the scene, which was about 15km from Hain.

“As they were going, five young men appeared from the nearby bush, flashing them to stop and when they obliged, one of the suspects ordered them to put off the engine while one was walking towards them with a dagger and the rest standing behind with cutlasses,” he narrated.
ACP Kwarteng said when the Sergeant realized that their lives were in danger, he fired at the one who was advancing towards them, killing him instantly, but the rest ran into the bush.

He said the deceased was identified as Desmond Danyi alias Naabu, a reportedly notorious criminal at Jirapa, who was standing trial at the Wa Circuit Court for causing unlawful damage.

The four suspects, who escaped into the bush – Hassan Arieba, 28; Christopher Godwin, 26; Mahamud Jallo, 40; Wellendi Bari, 38 – have since been arrested by the police and would soon be put before court.
The deputy commander said the police patrol team in Wa also shot the left thigh of one suspect, Abdul-Moomin Abubakar, when he attempted shooting at the police with his single barrel gun.
He said this happened when the patrol team received information that some armed men had blocked the Jonga-Sombo Road and were harassing road users.

Again, in another development, suspect Ibrahim Adams, 33, was arrested and arraigned before the Wa Circuit Court, presided over by Forson Baah Agyapong, and was remanded into police custody to assist with investigation regarding the attack on Master Harry Amankwa.
Harry Amankwa, a Level 400 student at the Wa campus of the University for Development Studies (UDS), who received deep cutlass wounds on his shoulder, head and right wrist on July 2, has since been transferred to the Komfo Anokye Teaching Hospital (KATH) in Kumasi for further treatment.

Parliament Gets Busy With 5 New Bills

The first readings of newly drafted bills by the New Patriotic Party (NPP) government would be taken in parliament next week

They are the Office of the Special Prosecutor Bill, 2017; Zongo and Inner City Development Fund Bill, 2017; Northern Development Authority Bill, 2017; Middle Belt Development Authority Bill, 2017 and the Coastal Belt Development Authority Bill, 2017.

The first readings of the Office of the Special Prosecutor Bill and the Zongo and Inner City Development Fund Bill would be taken on Tuesday, July 18, while the first readings of the Northern Development Authority, Middle Belt Development Authority and the Coastal Belt Development Authority Bills would be taken on Wednesday, July 19.

These were contained in the business statement for next week’s sittings read to the house by the majority leader, Osei Kyei-Mensah-Bonsu, yesterday.

The Office of Special Prosecutor Bill is expected to generate a lot debate on the floor of parliament as some minority members had indicated their resentment about the creation of that office to prosecute public officers who have allegedly indulged in corrupt practices.

The majority leader had indicated to the media on Tuesday that those bills were ready and would be introduced to the house in the course of the week after the minority members had complained bitterly about lack of government business for the house.

On Tuesday, July 11, parliament sat briefly for about 40 minutes and adjourned. Three papers were laid, prompting the members of the minority National Democratic Congress (NDC) led by the minority chief whip, Mohammed Mubarak Muntaka, to bemoan lack of government business for the house.

The minority members said that if government would not present any serious business to parliament for consideration, then it would be better for them to stay at home and receive their salaries.

Mr Osei Kyei-Mensah-Bonsu however, brushed aside the complaint of the minority members saying that usually business in the house is slow when a new government takes over power.

According to him, since the inception of the 1992 Constitution, it had always been like that so he did not understand the complaints by the minority members.

“When Prof Atta-Mills took over power in 2009 it was worse because for over six months, the president had not finished appointing his ministers and so business was very slow in the house,” he recalled, adding that under former President Mahama it was the same story.

The Minister of Finance, Ken Ofori-Atta, is also expected to appear in the house next week to respond to a question by NDC MP for Juaboso, on how much was spent on the 60th independence anniversary celebration.

Govt To Construct 25,000 Boreholes

Government is set to begin the construction of some 25,000 boreholes in a bid to ensure that every Ghanaian gets access to potable water.

It also plans to construct 300 small town water systems in rural areas.

This was made public by Vice President Dr Mahamudu Bawumia during the inauguration and orientation of a 10-member team for the coastal development zone in Accra yesterday.

It is expected to develop strategies for the implementation of one of the ruling New Patriotic Party’s (NPP’s) flagship interventions – the Infrastructure for Poverty Eradication Programme (IPEP).

 

Strategy

 

The IPEP is a key intervention of Akufo-Addo’s NPP government aimed at directing capital expenditure towards constituency-level infrastructure and economic development priorities.

Government has allocated to each of the 275 constituencies the Ghana cedi equivalence of US$1 million annually to finance the implementation of the projects.

This intervention is also expected to promote inclusive development, create jobs with active involvement of the private sector and contribute to the eradication of poverty in rural and deprived communities.

Under IPEP, priority initiatives, including ‘one village, one dam,’ agricultural infrastructure (warehouses and markets), ‘water for all’ sanitation and ‘one district, one factory’ projects, are expected to be implemented.

 

Priority

 

Speaking at the programme yesterday, the vice president revealed that “specifically, under the ‘one village, one dam’ initiative, thousands of irrigation dams will be constructed in the three northern regions.”

Apart from that, he also indicated, “Priority attention will be given to areas that suffer from the annual overflows of the Bagre Dam in Burkina Faso” and that “the constructed irrigation dams will be expected to absorb water released from the overflows to support farming activities in those constituencies.”

He said, “Through the agriculture infrastructure initiative, markets and storage infrastructure with drying systems, will be constructed at the constituency level. The drilled boreholes will be fitted with simple hand-pumps to serve the identified communities in the constituencies. Significant investments will also be directed towards the rehabilitation and expansion of existing or broken-down boreholes and small town water supply systems.”

The IPEP is also expected to provide for the construction of household and public toilets, refuse collection systems, engineered landfill sites and sewerage treatment plants to address the poor sanitation situation.

Dr Bawumia therefore stressed the belief that the outcome of the needs assessment process would also engender complementary projects, including bridges, basic school buildings, Community-Based Health Planning and Services (CHPS) compounds and others, with consideration to be given to the rehabilitation and expansion of existing or broken-down infrastructure in the various constituencies.

 

Charge

 

The Veep expressed the hope that members of the team would bring to bear their expertise and knowledge in managing the process of implementation.

“You will also need to enhance your collaborative and cooperative skills in dealing with the constituencies under your jurisdiction,” he said.

“Let me reassure you that you have the full support from His Excellency the President, myself and the entire government officials.”

Dr Bawumia was optimistic each and every one of them would work hard to ensure the successful implementation of the IPEP.

Death Of Prof Mills: Was There A Cover-Up? Family Wants Investigation

On Tuesday, July 24, 2012, Ghanaians had a shocker when news came through that the sitting president, Professor John Evans Atta Mills, had died mid-morning.

His party, the National Democratic Congress (NDC), was preparing the tax law expert for a second term in office in December 2012, but that never was.

The circumstances surrounding President Mills’ death has continuously been shrouded in secrecy ever since. Activities marking the fifth anniversary of the sad passing of Prof Mills, as he was affectionately called, are approaching very fast but details about what caused the president’s death are still outstanding.

There is currently a divided opinion about whether the autopsy report of the president, if there was any, should be made public and it looks like pressure is beginning to mount on the current government to do something about the issue so that the records could be settled.

The government of former President John Dramani Mahama, who was Prof Mills’ vice and subsequently succeeded him upon his demise, from all indications, did not tell Ghanaians what actually was the cause of death and are still not in any position to say so.

In fact, what actually led to the death of the president was a taboo topic when the NDC ruled, but the maternal family now wants it done by the current government.

They believe there is currently a window of opportunity because a government other than the NDC is in office, and it is possible for the investigation to be done.

DAILY GUIDE caught up with the head of the family, Ato Harry Brew, an 85-year-old consultant in industrial etymology, who says they have nothing against any effort to investigate the death of the president. “If the opinion of the country is that it should be done then it has to be done,” he tells DAILY GUIDE.

“We won’t mind if the new government probes what actually caused the death of our brother, the president. We don’t mind if they do that so that everything will be clarified,” the first African cocoa insect pollinator biologist/taxonomist explained at his residence in Ashongman Estate, Accra.

Funeral Snub

The octogenarian who calls himself the family’s ‘encyclopedia’ says the family’s history, including tribute he personally wrote for the funeral planning committee, was rejected without any explanation.

The NDC government ended up producing what he called a brochure full of ‘half truths’ about the late president during his funeral on August 10, 2012.

Funeral Planning

“Most of the things about Prof Mills captured in his tribute were false. I sent the right one but they threw it away. I don’t want to mention the name but they didn’t use what I sent to them.

“When they were preparing the funeral, they all consulted me and I gave them all the fact about the Prof. I remember Ato Dadzie, Kofi Totobi Quarchie and a fair lady I cannot remember her name (sic) and two others came to me and I gave them all the facts and I wrote a tribute. They said my brother was poetic and I am poetic so what I wrote was poetic so they sent it back to me then I wrote another one but they didn’t publish,” Mr Brew narrates.

He says, “What I wrote was not in tune with the political air at that time.”

Mr Brew states, “The widowhood rites by President Mills’ wife Ernestina (former first lady) were brought to him, and the wife knew that I was the right person.”

Castle Visit

He says some three days to the unfortunate passing of the president, the family visited him at the Osu Castle, the then seat of government, and says, “He looked very sick and was speaking through his nose.”

“Myself, my nephew Brew-Butler and the wife and other nephews, we went there to the Castle and it was a nice reunion. He would talk and then I told them jokingly that I was giving him a bath when he was a little boy and Uncle Fiifi (President Mills) would say ‘don’t put the water on my head’ then he said ‘yes I remember it’,” the head of the family discloses.

Unfolding Events

He mentions that he heard about the president’s death through his daughter domiciled in the UK and adds that no government official contacted him about the death. “It was Cadman who later called to say ‘Yes, Brother we’ve lost him!”

“Cadman was living in the Castle so they were altogether every day. Sometimes Cadman is sent by government on official assignments outside Ghana. He told me he was going to China. When he came back, he saw that he (Prof Mills) had changed instantly so he came here and told me Brother, I want to send Uncle Fiifi (Prof Mills) back to the United States and then I said Yes! Why Not!”

Political Sacrifice

“So we decided he (Prof Mills) was going to fly on a Monday or so. When he was going to fly him, they (NDC government) said no! I said take him! Whatever they say we should not listen to them!”

“They said they were going to have election and when they send him to the US, it will affect the election and all that. I said but he is a human being and he is my brother if he is sick and we are taking him what is their problem,” he adds.

Family Encyclopedia

When you visit Ato Harry Brew at Ashongman Estates, you will leave the residence without any shred of doubt that President Mills is truly his first maternal cousin. This is because he has in his possession important archival documents, including old pictures, indicating he is a blood brother of the late president. In fact, he has the names of every family member at his finger tips. He is the head of the Nkuma-Kyerba Twidam Ebusua of Tantri, Cape Coast, the maternal family of the late law professor.

He even has in his possession a site plan indicating his great great grandmother’s acquisition of a plot of land at Kotokuraba, Cape Coast in 1890. That building housed President Mills’ mother Mercy Dawson-Ahmoah who later became Mercy Dawson Atta Mills, as well as Mr Harry Brew’s own mother, Emma Dawson-Ahmoah who later became Emma Dawson Brew.

He tells DAILY GUIDE that their maternal great grandmother was called Nkuma acquired a land at Kotokuraba in 1890 and it was this lady who gave birth to Prof Mills’ grandmother called Kyerba. Interestingly,  and it was the same street that the NDC recently renamed after President Mills in Cape Coast as Prof Atta Mills Street.

Cameroun Connection

He says President Mills’ mother, Mercy, was born in Cameroon, so they used to call her Esi Yaounde or Esi Amoanua.

“Our maternal grandfather was called Lt Commander Edmund Dawson-Ahmoah. He was a soldier who was sent to Cameroon by the British Forces from Cape Coast to fight the Germans in World War I. He married our grandmother Kyeraba and gave birth to our mothers, including that of Prof and my mother.”

“When he returned from Cameroon, he was made a registrar in the High Court of the Castle. He died in the Castle and so it is not any co-incidence that Prof Mills also died in the Castle.”

He says their grandmother Kyereba had 13 children. Her first husband was called Mensah, whom she had four kids with and later married Lt Commander Dawson-Ahmoah, who also gave her nine children.

“One of Mensah’s children was Theophilus, who also gave birth to Robert Mensah, the famous Ghana Black Stars goalkeeper.”

“In Kyerba’s line, my mother Emma was the sixth and Prof’s mother Mercy was the last born. Prof’s mother gave birth to six children (three boys and three girls). They include Emma, Prof, Cadman, Adjoa, Araba and Sammy (the current NDC MP for KEEA).

Otuam Link

There is also the issue of where President Mills comes from. This is because since the Professor hit the political limelight somewhere in 1995, the NDC has continuously made the public to believe that he hailed from Ekumfi Otuam.

Mr Brew says Prof Mills was named after his paternal grandfather called Edward Atta Mills, who hailed from Ekumfi Otuam, but the Fantes called him Mbir Atta.

“The name was, however, anglicised to Atta Mills,” he says.

“He was the father of John Evans Atta Mills Snr. So I can say that Edmund begat John Evans Snr and John Evans Snr begat John Evans Jnr.”

“They have to explain why they are claiming that Prof comes from Otuam. Clearly they were playing politics out of it,” he says, adding, “It is supposed to be matrilineal and not patrilineal. Fantes are matrilineal. We are from Cape Coast.”

Nostalgic Feeling

He says the president was born in Tarkwa in the Western Region in 1944 because the father had been transferred there as a teacher.

Mr Brew says he was the person who was sent to Abosso near Tarkwa to bring a midwife to deliver President Mills, adding, “I was 12 years when the president was born.”

Twin Charade

He says President Mills is never a twin as some have cynically claimed and adds that the president was given the name Atta because he was name after his paternal grandfather, Mbir Atta.

“Prof was born on 1944 and Cadman was born in 1946. How can they be twins? It is not possible.”

When asked whether the government disclosed any autopsy results to him as the family head, he answered rhetorically, “Would they even do that?

Arrest Inusah Fuseini – Okudzeto Charges

Pressure is beginning to mount on the government to arrest and prosecute former Minister of Lands and Forestry, Inusah Fuseini.

Alhaji Fuseini, who was also a Minister of Roads under President Mahama’s National Democratic Congress (NDC) administration, made a shocking confession on Tuesday when he admitted the installation of the secret audiovisual recording gadgets at a hidden place in the office of the current Minister of Lands and Natural Resources, John Peter Amewu.

He claimed he planted the gadgets when he was a minister in that office before he was sent to the Roads Ministry.

Curiously, he left the gadgets in his former office, claiming that it was not working.

 

Naked

 

His admission got his successor, Nii Osah Mills – who served under President Mahama – boiling with rage because he said he had realized that for the two-and-a-half years he occupied the office, he was ‘naked.’

Nii Osah Mills, a lawyer who was once President of the Ghana Bar Association (GBA), clearly was not happy when he got to know that Fuseini, the MP for Tamale Central, had ‘spied’ on him for two years.

The issue is taking a new twist with a call to prosecute the NDC MP, who is also a lawyer.

Clarion Call

A member of the Council of State and veteran lawyer, Sam Okudzeto, has joined the call and said it was illegal for the former minister to plant the secret recorder in the office when he was no longer the minister.

Mr. Okudzeto said that in other jurisdictions the former minister would be facing the full rigours of the law.

“It is not allowed anywhere in the world. In fact, he should be prosecuted for doing that,” the former GBA President told Class FM in Accra.

He said Fuseini should have removed the gadgets when his tenure of office ended at the ministry.

Minister of Communications, Ursula Owusu-Ekuful, has also said the former minister should not be left off the hook.

Ms. Owusu-Ekuful, NPP MP for Ablekuma West, urged the National Security to conduct investigations and institute ‘punishment’ where necessary.

“It’s against the law… even if you take a picture and you are not given the permission to publish it, you can be sued, and so to fix a secret camera in an office which is not your personal property, you have to take it off when leaving the office. You have to take it to your house which is your personal property, since he claimed it was a gift for him.

“It was not right; maybe he might have forgotten but for all these years, he should have remembered at a point . . . It must be investigated, even though he has apologized because it might be intentional or unintentional,” she said on UTV yesterday.

According to him, in spite of the former minister’s apology, “There should be some form of caution or punishment to deter others from repeating it. He must not be left off the hook just because he apologized.”

Data Protection

Already, the Executive Director of the Data Protection Commission, Teki Akuetteh Falconer, has said the former minister’s action might have ‘breached’ the Data Protection Law.

Making references to the Data Protection Law passed in 2012 on Joy FM, the executive director said there is a breach of privacy and the law if one is recorded without his or her consent.

Quoting Section 19 of the law, Ms. Falconer pointed out two conditions under which a person may be put under surveillance.

“The law states, ‘Personal data may only be processed if the purpose for which it is to be processed, is necessary, relevant and not excessive,’ and added that ‘The person to be monitored needs to grant consent.”

Criminal Offence

She said it is a criminal offence to breach a person’s privacy and added that the law also provides the option for an aggrieved person to sue for the invasion of privacy or lodge a complaint with the Data Protection Commission for investigation.

Mr Falconer explained that the purpose of the information is important in determining the breach of the law. Even where the purpose is determined, another question to consider is if there are other less intrusive means to monitor a target.

Initial Discovery

The discovery of the gadgets by the National Security set tongues wagging; and immediately the incident occurred, fingers were being pointed at those operating in the illegal mining sector because the current minister – Mr. Amewu – is waging a relentless war on the illegal mining activities popularly called galamsey.

Just as the government was directing the Bureau of National Investigations (BNI) to investigate the incident, Inusah Fuseini popped up, claiming ownership of the gadgets and said he hid them there in 2013 for his personal protection because he was then leading a clampdown on galamsey.

“It is true that I was installing it in 2013; but we never got around to completing the installation and so that is why when the national security did the swoop in the office, they didn’t pick any signal because it’s not working,” he said.

Defective Device

He claimed that the devices never worked because “somebody was doing it (for me) but I didn’t have time,” adding, “While doing it he needed me in the office but I didn’t have time so he couldn’t complete it.”

However, a security expert with the Kofi Annan International Peacekeeping and Training Centre (KAIPTC), Dr. Kwasi Aning, has called on the security agencies in the country to invite and interrogate Fuseini over the spying equipment.

Dr. Aning, who earlier said the ‘bugs’ found in the lands minister’s office was the tip of the iceberg, noted that the words of Insuah Fuseini are a security threat and that the issue is sensitive and must be clarified immediately.

“I think a nice invitation by the respective security agencies will be fine. So the agencies involved in the issue must invite him through the right channel since he is a Member of Parliament, so we can clarify this as quickly as possible,” he said.

On Monday, news broke that operatives of the National Security had found gadgets secretly planted in a plaque bearing the Coat of Arms of Ghana, which had been hanged at a corner in the office of the minister.

The devices are said to be very powerful, with an inbuilt camera, storage unit and another device believed to be a transmitter.

According to sources, the ‘highly’ sensitive device can pick a whisper about 35 feet away, had been neatly put in a black metal box and uses batteries.

No Desk For Abutia Pupils

Schools in the Abutia Traditional Area in the Ho West District of the Volta Region lack infrastructure, which has forced pupils to write on the floor.

The children in some schools in the area learn under very harsh conditions.

Interestingly, as many as four children share a desk meant for two pupils as result of inadequate furniture.

Inadequate Classrooms

The Abutia Traditional area has close to 20 basic schools, but only a handful of them have conducive environments for teaching and learning.

But in order not deny children of school-going age in the area access to education, the schools’ authorities are forced to fill the classrooms with a lot of pupils.

There are many mud structures that serve as classrooms for the kids, whose roofs are ripped-off by heavy storms.

Time Bomb

The structures do not only put the lives of the children and their teachers in danger, but also present health challenges due to congestion in the classrooms.

This came to light when the Ho West District Chief Executive (DCE), Ernest Apau, paid a working visit to the area to obtain first-hand information about challenges facing schools in the area.

While some communities struggle with accommodation, the situation is different at Dzanyodake where a six-unit classroom facility is being under-utilised.

The construction of the facility, which began in 2000 under the Schools Under Trees and Emergency Intervention Programme (SUTEmIP), was commissioned last year, but the lack of teachers in the school has denied the children adequate tuition.

One Teacher, Six Classes

As at the time of filing this report, the school had only one volunteer teacher who handles all the six classes.

He told DAILY GUIDE that he has been working for the past 17 months without any form of compensation.

At Abutia Kisifli, however, pupils are made to sit on concrete blocks while others stand throughout lessons due to the lack of furniture.

The Form One pupils learn in a room with foodstuffs meant for the School Feeding Programme due to inadequate classrooms.

Assembly Calls For Assistance

The DCE, Mr. Apau, in an interview with DAILY GUIDE, said that the children have to go through the ordeal in their quest to attend school.

The assembly at the moment does not have enough funds to tackle all the problems at once, but proper steps would be taken to address them, he stated.

Mr. Apau also appealed to the School Management Committees (SMCs) and the Parent-Teacher Associations (PTAs) of the various schools to meet the assembly half-way to quickly address the problems and provide a good teaching and learning environment for the pupils.

He also urged the inhabitants of the communities, who are well-to-do, to contribute their quota to improve education in the area.

Blows At Ardeyman Murder Trial

There was free-for-all fight at the Adjabeng District Court in Accra on Wednesday between persons suspected to be the family members of deceased Nii Tettey Saban on one hand and 22 accused persons in custody on the other, over the murder of Saban at Ardeyman, near Adjen Kotoku.

The irate young men and women who had besieged the court to witness the hearing of the case threw punches and hurled insults at one another.

The angry persons made use of any object they could chance on for the onslaught until police officers from the Accra Regional Police Command appeared at the scene to arrest obstinate members in order to maintain law and order.

It is however, unclear which of the feuding factions began the fight.

Journalists who had attended the court to cover proceedings were not spared the attacks of the visibly miffed factions.

The reporters as well as their cameramen were issued stern warnings not to film or take shots of the open fight which attracted curious spectators to the hitherto quiet court.

They are Asafoatse Neequaye Kortey aka Cobra, carpenter; Musa Mohammed  aka commander, scrap dealer; Rahim Yakubu  aka Sulley, cattle Drover;  James Laryea,  businessman; Michael Akumeh, labourer; Prince Kwesi Boateng, musician and Dzaatse Nii Okai-Kiofio,  a retired civil servant.

Others are David Sampah,  student ; Solomon Attoh,  unemployed; Abel Bortey,  mason; Abraham Ofori, labourer; Emmanuel Aryee,  motor rider;  Eunoch Attoh,  carpenter and Ezekiel Nii Ayeequaye Tetteh, motor rider.

The rest are Eric Aryeequaye Armah, motor rider;  Frank Okine,  electronics engineer;  Derrick Kwabena Mensah, mason; Prince Okine,  trader; Joseph Oblitey Commey, Nathaniel Ayah –  both farmers – and Henry Crenstil  aka Ajayi, gold smith.

According to the prosecution, the accused persons on June 8, this year, conspired to murder and caused the death of Nii Saban.

It said Nii was reportedly chased and shot to death at close range by the accused persons during traditional rites to lift the annual ban on drumming and noise making.

All the 22 have been slapped with an additional charge of attempted murder of one Kojo Richard and Jonathan Aryeetey.

Cobra is facing another charge of possessing firearms without lawful authority.

Prosecuting, DSP Gregory Yeboah told the court presided over by Isaac Addo, that the prosecution had amended the charge sheet, bringing the total number of suspects to 22, including one Nii Aryee and Roja Annor.

He urged the court to remand the accused persons into police custody while investigations continue.

However, lawyer for the accused persons, G.L. Nii Amponsah, said the court must free his clients because the prosecution’s fact sheet had failed to link his clients to the crime.

He said the prosecution had not said any specific role his clients played in the murder.

The lawyer said the situation where the police arrested accused persons before completing their investigation into cases is unfair to justice.

The pleas of the accused persons have not been taken and have been remanded until July 26.

The accused persons chased Nii Saban, who had reportedly entered the room of one Auntie Yaa Kaah for safety, fired at him, inflicted cutlass wounds on him,  carried and dumped him in another room and bolted.

Nii was rushed to the Police Hospital where he was pronounced dead on arrival.

A post-mortem examination conducted on the deceased revealed the cause of death as hemorrhagic shock, near traumatic amputation of the left leg and gunshot at close range.

Bugri Naabu, Minister Smoke Peace Pipe

The New Patriotic Party (NPP) Northern Regional Chairman Daniel Bugri Naabu, who accused the Northern Regional Minister Salifu Saeed of making his work difficult, has reconciled with the minister.

The two reconciled at the annual Northern Regional Delegates congress at Damango due to the interventions by Abu Jinapor, a deputy Chief of Staff at the presidency.

It would be recalled that the Northern Regional Chairman of the NPP called on President Akufo-Addo to immediately dismiss Mr Saeed and his deputy, Solomon Boar.

According to him, “The regional minister and his deputy are making my work very difficult. They are destroying all the good works we did to secure victory for the party in the 2016 general elections.”

Chairman Bugri threatened to resign his position if the President fails to dismiss the minister and his deputy.

“I will pack and come to stay with the president in Accra if he does not take action immediately,” he said.

Chairman Bugri expressed concerns about the management of the region by minister.

“If not addressed, we will lose most of our seats we won, because they are not politicians.”

The reconciliation of the two has revitalized the party, which was nearly divided.

Some members of the party in the region have welcomed the reconciliation of the two, saying it’s a step in the right direction, which will further strengthen the party.

The two have therefore promised to work together to promote unity in the party.

Gaf To Train Galamsey Operations Soldiers

Lieutenant General Obed Akwa, Chief of Defence Staff (CDS), has said the Ghana Armed Forces (GAF) will soon conduct a pre-deployment training for anti-galamsey operations to reverse the unbridled exploitation of the natural resources.

The deployment of the military personnel would help salvage the polluted water sources, farmlands and forests caused by the activities of the illegal miners.

The CDS on Sunday said this at the GAF mid-year non-denominational religious parade held at the Burma Hall in Accra on the theme: ‘God is Our Fortress: In Him We Trust’.

The mid-year parade is held every quarter for members of the GAF to re-affirm their faith in God, re-assess the state of the profession and engage in soul-searching and chart the way forward.

It brought together officers from the army, navy and the air force to give thanks to God for His protection and guidance.

The CDS tasked the military personnel to be committed to God and government and the people of Ghana by exhibiting the highest professional ethics and expertise and eschewing tendencies of unprofessional attitude and complacency in the discharge of their duties.

He said, “We trust those to be deployed will do a good job.”

Lieutenant General Akwa entreated the personnel to apply trust in their daily activities, as much would be achieved if they worked in an atmosphere of trust rather than bickering and in-fighting that would destroy them.

He also implored the leadership at all levels to ensure the enforcement of discipline and avoid meddling in civilian affairs and develop mutual respect and spirit of cooperation.

Dr Samuel Adama Larmie, pastor of the Legon branch of the Seventh Day Adventist Church, in a sermon urged Christians to have faith and trust in the Lord, irrespective of trials and urged them to have hope in God.

Lieutenant Colonel Umar Sanda Ahmed (Rtd), Ghana’s Former Ambassador to Egypt, in an exhortation also admonished Muslims and Christians to seek fortune through the Almighty God/Allah and not any other means.

The ceremony was characterised by the delivery of hymns and a medley of songs by the mass band of the Armed Forces and the Security Services Choir.

As part of the service, prayers were offered for the nation’s peace and stability, higher authorities, security services, peacekeepers, the sick, job creation in the country and for good environmental care.

The Chinese suspects were arrested on River Ankobra

Drama unfolded at a Sekondi High Court yesterday when one of the five Chinese nationals standing trial at the court for allegedly engaging in illegal mining in the River Ankobra in the Western Region became upset during proceedings.

Yin Bi Qiang got enraged for a brief moment when one of the Chinese suspects, Ning Guorui, referred to him (Qiang) as his boss in his caution statement to the police.

The statement which was read by an investigator in the case, one Sergeant Oduro, was interpreted by a certified Mandarin interpreter, Yang Weiqiang.

Sergeant Oduro, reading Ning Guorui’s statement, indicated that the suspect claimed that Yin Bi Qiang was the boss who employed him in the business.

As the interpreter was interpreting the statement in Mandarin, Yi Bi Qiang, a spare parts dealer who was visibly furious, raised his hand. When the court asked him to speak, he looked at Guorui and angrily asked “Am I your boss” in Mandarin, which was interpreted to the court.

Counsel for the suspects, Constantine Kudedzi, quickly had to intervene by asking Yin Bi Qiang to relax and not to get angry.

The lawyer later told the court that he wanted to file a submission of no case and so the court, presided over by Justice Edward Amoako Asante, adjourned proceedings to Monday, July 24, 2017.

Later in an interview with DAILY GUIDE, Lawyer Kudedzi indicated that to him, the prosecution had not made enough evidence to warrant his clients opening their defence, hence his decision to make a submission of no case.

“And it is for the court to decide whether what I will say is correct or not. If the court feels that it’s not correct then my clients will be required to open their defence,” he added.

Suspects

The five Chinese and their five Ghanaian counterparts were arrested for allegedly mining in the River Ankobra illegally on May 24, 2017.

The names of the Chinese suspects were given as Dong Cheng, unemployed; Huang Jiang, engineer; Nin Guorui, welder; Yin Bi Qiang, spare parts dealer and Li Zilong, cook.

The Ghanaian suspects are Eric Owusu, carpenter; Kwabena Adjei, small scale miner; Nana Adu Ackah Mensah, farmer; Kwesi Owusu, unemployed and Kofi Darko, driver.

Background

According to the prosecutor, George Sackey, a senior state attorney, in the early part of 2017, the Police Regional CID in Sekondi, had a tip-off that some Asians and Ghanaians had invaded the banks of River Ankobra and were engaged in illegal mining on the bed of the river.

Armed with the information, the Regional Police Command organised an operation on May 24, 2017 to clamp down the illegal miners.

The team visited the area and spotted the accused persons busily engaged in alluvial dredging on board a huge boat mounted on River Ankobra, which served as their permanent place of abode.

The police managed to enter the boat and arrested the accused persons.

When a search was conducted on the boat, a quantity of black sand concentrate in a metal container suspected to contain gold was found together with machine parts.

In the course of investigations, it was realised that the accused persons did not have authorisation from the Minerals Commission to conduct that mining procedure.

The suspects were also not able to produce any authorisation from the EPA or the Water Resources Commission.

According to the senior state attorney, the five Chinese nationals had not been able to produce evidence to authorise their operation of a mining concession or engage in any type of mining activity in Ghana.

After investigations, they were charged and arraigned before court.

Charges

Eight charges have been preferred against the five Chinese and their Ghanaian counterparts.

They were charged with conspiracy to commit crime and undertaking small-scale mining without license, causing intentional and unlawful harm and damage to property, causing unlawful damage intentionally and unlawfully to property in a manner likely to cause danger to life.

They were also charged with pollution of water contrary to Section 23(1) of the criminal offences, pollution of water contrary to Section 24 of the Water Resources Commission Act, 1996.

The other charges are engaging in mining activity using methods not known or approved by the Environmental Protection Agency (EPA), disregarding a directive and obligation imposed under the Immigration Act and also making false representation contrary to Section 23(1) of the Criminal Offences Act, 1960.

All the 10 suspects had pleaded not guilty to the eight charges.

2 Ashaiman Illegal Petrol Fire Victims Die

Two persons among a family of four who were seriously burnt by wild fire, purportedly caused by illegal petroleum products dealer at Taifa, a suburb of Ashaiman, have been reported dead.

The two, Ayishatu Seidu and Saddique Seidu, mother and son respectively, passed on when the inferno gutted the wooden structure which serves as their place of abode.

An eyewitness told DAILY GUIDE that the fire started at about 10:00am when Saddique, who is a table top fuel dealer, was trying to fill his motorbike tank with petrol.

Coincidently, Ayishatu Seidu struck the match stick in order to cook, but sparked the fire immediately, exploding the motor tank to burn Saddique while his mother was also caught in the inferno.

Two of Saddique’s siblings, Fati Seidu and Amina Salifu, who were in the wooden structure when the incident occurred, also sustained serious injuries when the fire razed down the structure.

Confirming the deaths to DAILY GUIDE, the assembly member for the Naa Amui Electoral Area, Shadrach Tetteh, disclosed that Saddique passed on at the Tema General Hospital while his mother was pronounced died upon arrival at the Korle-Bu Teaching Hospital in Accra.

He added that arrangements were being made for them to be buried according to the Islamic tradition.

Earlier, the Municipal Chief Executive (MCE), Albert Boakye Okyere, who visited the scene to get first-hand information, hinted that “the assembly will not relent on dealing heavily with persons engaged in such business because it is a threat to security and safety.”
